Child Care Delinquent Fees Policy

1. It is the responsibility of the Provider to keep child attendance records indefinitely.

2. It is the responsibility of the Provider to establish the fee payment date with the parent in the Parent/Provider written fee payment schedule. The provider should give a receipt to the parent for all fees received.

3. When a parent’s fees are not paid on the established due date, the provider shall give the parent a written statement of fees due. The parent would then have 10 working days to either make payment or make satisfactory arrangements to pay the delinquent fees.

4. When the parent’s fees are delinquent more than 10 working days from the established due, date the provider shall submit a record of the delinquent fees and a copy of the statement sent to the parent to the Lorain County Department of Job and Family Services no later than 15 working days from the due date.

5. Upon determination by the Lorain County Department of Job and Family Services that the parent’s fees are delinquent, a notice of termination of child care benefits will be mailed in accordance with rule 5101:6-2-04.

6. If after receipt of the notice of termination the parent either pays the delinquent fees or makes satisfactory arrangement for payment with the provider, the provider will notify the Lorain County Department of Job and Family Services of the payment and/or repayment agreement in writing.

7. If at any time the parent fails to honor a repayment agreement, the provider shall submit a record of the delinquent fees still owed and the Lorain County Department of Job and Family Services shall send notice of termination of child care benefits.

8. Ineligibility for child care benefits will continue as long as delinquent fees are owed, unless satisfactory arrangements are made for repayment with the provider.
