Medicaid Buy-In for Workers with Disbilities (MBIWD)

MBIWD is a new Medicaid program effective April 1, 2008 providing health care coverage to working Ohioans with disabilities.

Who is eligible?
To qualify for MBIWD, a person must:
  • Be a U.S. citizen or meet citizenship requirements
  • Be a resident of Ohio
  • Be 16 to 64 years old
  • Have a disability as defined by the Social Security Administration (SSA) or be eligible under the MBIWD medically improved category
  • Be employed in paid work (includes part-time and full-time work)
  • Pay a premium (if applicable)
  • Meet certain financial criteria
Financial Eligibility Criteria:
Only the individual's income, and resources of the individual and spouse are used to determine eligibility for MBIWD.
  • After income deductions, annual income must be less than or equal to 250% of the federal poverty level (currently $2,269/month)
  • For those with income above this level, an additional annual amount up to $20,000 of earned income is to be disregarded
  • Individuals may have up to $10,580 in countable resources, including assets owned by themselves and their spouse
Premiums:
Monthly premiums are required for those eligible for MBIWD with an annual gross income greater than 150% of the FPL.  Premium amounts are based on the gross annual FAMILY income at the time of application and reapplications.  Enrollees will be sent monthly statements with the premium amount to be paid.

Health coverage will terminate for non-payment of premiums for two consecutive months and the debt referred to the Attorney General's Office for collection.

Application Process:

Interested individuals may apply by completing forms JFS 07200 and JFS 07211.  An interview is not required, but may be helpful in processing your application.
